going to be detailing that in that seven-day forecast. but speaking of rain, as many of you know, the giants game and the cardinals is under a rain delay. some very strong and severe weather rolling across st. louis, with also numerous lightning strikes. here is the good news. some of the heaviest rain is now off to the east. over the next hour, we do expect improving conditions. now, with game three of the national league champion series delayed right now because of this stormy weather, they have now of course suspended that play. scott reiss with comcast sportsnet joins us on the phone right now from st. louis. scott, what is happening right now that we're under this rain delay? >> well, jeff, you pretty much

summed it up. the rain has been coming down in buckets consistently for it looks like a better part of an hour now. but as you said, all indications are that within the next 15 or 20 minutes, the system is going to be roll right through here and be gone. we may not see another drop the rest of the night. that's the good news. we'll get back to baseball hopefully within the hour. the not so good news when we do get back to it, the giants find themselves down 3-1 bottom of the seventh and scotland yardnals are still batting with runners on second and third. and matt cain was pulled just prior to the rain delay. so his night is done regardless. giants have to mount a comeback or else they'll face a deficit. weather permitting, during the 6:00 newscast, and certainly at 11:00. for now live in st. louis, i'm scott reiss for nbc bay area news. raj, let's get it back to you. >> okay, thank you, scott. from baseball we turn our attention to politics, decision 2012. did you hear about the fireworks

last night? today people still buzzing about the contentious showdown between president obama and mitt romney. should it be a fierce few weeks before the november 6th election. today the candidates continued the fight, campaigning in swing states. president obama in iowa and romney in virginia. >> i just think the american people had expected that the presidents of the united states would be able to describe what he is going to be able to do in the next four years be, he can't. >> you've heard of the square deal. mitt romney is trying to tell you a sketchy deal. we are not buying it. >> the verbal jabs continue. the third and final debate will be next monday evening in florida, which is as you probably know another key battleground state. the smoke has cleared and the dust has settled after last night's debate. but for all the posturing and verbal attacking, did president obama and governor romney keep their accusations and their explanations on point? in tonight's reality check, sam brock takes a closer look at the claims both candidates made in the heat of the moment. >> janelle, good evening.

there are a few things about the debate that are not really debatable. there were definitely some heated exchanges last night. and the candidates seemed to pick and choose their responses at times completely irregardless of the questions being asked. you can manufacturer responses, but you can't tamp were the facts. >> we're off topic here. >> completely. >> we're talking about immigration. >> like two proud peacocks displaying their feathers, the candidates jockeyed for position all night tuesday. but were president obama and governor romney dancing around each other or the facts? >> i asked the president a question. i think hispanics and immigrants all over the nation have asked. >> first up, whether president obama failed to deliver on his promise to push immigration reform through the congress, or even come up with a bill during his first year in office. here is the president's take. >> we should make sure that we give them pathway to citizenship. and that's what i've done administratively. >> reporter: but not so fast.

an executive order president obama approved in june doesn't approve a pathway to citizenship. >> announces consideration of deferred action for childhood arrivals. >> reporter: the administration will grant deferred deportation and a work permit for a couple million qualified young immigrants. not legal status, not potential citizenship. the president's claim is false. >> i think the idea is that that is going to buy him some time to perhaps, you know, get an immigration bill passed, and that sort of puts everything on a pause button for a while. so i think the ultimate goal is a path to citizenship. but that is not in the executive order. >> reporter: now to address romney's taxmatics. when asked which deductions he would use specifically to counter an across the board 20% tax cut, the governor offered the following response. >> i will not under any circumstances reduce the share that is being paid by the highest income tax payers. and i will not under any circumstances increase tax on the middle class.

>> reporter: but mr. romney dodged the question of which deduct also be slashed. the tax policy center has concluded with the information provided, romney's plan will, quote, reduce taxes on higher income households and shift the burden to other household, namely the middle class, making the governor's claim false. >> every analysis i've seen says that the math just does not add up. if you're going to make up for the difference in deductions, you can't find enough deductions. and certainly, you can't find enough deductions just among the wealthiest americans. >> reporter: well, the criticism of governor romney's fuzzy math should continue right up to the election, he won't be alone. the president's calculations have also been questioned like how he has created 5 million new jobs without counting the 4.3 million that he lost in the early days of his term. sam brock, nbc bay area news. back to you. >> okay, sam. that's some good digging there. thank you so much. big bird references hit the internet after the first presidential debate. and last night the phrase that captured the virtual world was

binders full of women. >> i went to a number of women's groups and can you help us find folks. they brought us whole binders full of women. >> that's mitt romney talking about his search to find women cabinet members while he was governor of massachusetts. for whatever reason, people latched on to the phrase, making it a trending topic on twitter. a facebook titled binders full of women has more than 300,000 followers already. and domain names for the phrase sold out last night before the debate was even over. just ahead, that $8 million accident. we're live in san francisco where team oracle is going through the wreckage following their boat crash. also -- >> i was sad, but at the same time i was mad. >> his school says he is a health risk to the other children. coming up, how a little palo alto boy and his family are fighting back against a school order. also, putting a san francisco spin on it. the event that is turning the city into a playground. and good afternoon. i'm jeff ranieri in the nbc bay

area weather center. temperatures 20 degrees above average, near record-setting. air quality also suffering over the next 24 hours, going up to moderate levels for thursday. we are also tracking that heavy rain across st. louis with a rain delay for the giants and the cardinals. we'll have more on your forecast, coming up.

oracle's state-of-the-art catamaran that flipped during a practice run yesterday in the bay is back at its home base tonight, undergoing repairs. late this afternoon, the america's cup organization released new footage of the racing craft just moments after it capsized. nbc bay area's monte francis is live at pier 80 in san francisco with the very latest. monte? >> reporter: well, janelle, what is left of the boat is here in a warehouse at pier 80. and crews spent much of the day bringing back pieces of the boat

here. also, as you said, the america's cup organization released some new video footage of those dramatic moments on the bay. take a look. team usa encountered a shift in the wind and a strong current on the bay yesterday, which caused the boat to capsize. now, the new footage shows the scene as support crews rushed to the boat and to the aid of the 14 members of the crew, none of whom were hurt. it also shows some of the long recovery mission as crews fought with strong currents that carried the boat out to the golden gate bridge. the $8 million 72-foot catamaran is in pretty bad shape. the wing, or the mast of the boat was destroyed. we're being told it will take months to replace. that is not the only setback for team usa. >> it was our eighth day sailing this boat. now we're not going to be able to sail this boat for quite some time. we're going to miss out on some valuable sailing. >> reporter: oracle was already working to build another wing for the boat, but it won't be

ready until early next year. the america's cup happens in september of next year. and team usa says in the meantime, it will practice on the smaller 45-foot boat. so this is a setback for sure. but skipper says that this team is a champion team, and he is certain that it will bounce back. live in san francisco, monte francis, nbc bay area news. >> monty, thank you. a court hearing about where a palo alto boy will attend middle school is getting national attention tonight. this is a follow-up to an exclusive story we first brought you last night. the parents of 11-year-old coleman chatham are challenging the school district's decision to transfer him from jordan middle school in palo alto. while he carried the jean for cystic fibrosis, he doesn't have the disease. but a student with cf already goes to that same school. because of concerns about bacterial cross-contamination, doctors often recommend only one cf student per school. coleman's parents say the school district overreacted. >> it feels like i'm being

bullied in a way that is not right. >> why take a child who is new to the district, who is just making friends, who is just building a support network, who is getting to know and liking his teachers, who has been well his whole life, why stigmatize him? >> he has attended two other schools with cf children. it has never been an issue, ever. >> his parents are home schooling him while they wait for the court's decision. lance armstrong is out as chairman of his cancer-fighting charity live strong. minutes after he made the announcement that he was stepping down, nike announced they were dropping him, saying he misled the company about doping. this all comes after the u.s. anti-doping agency released a report last week highlighting accusations of illegal steroid use by armstrong, which will love likely cost him seven toured titles. armstrong denies the allegations. he will remain a board member at his foundation. the fate of the historic

radar tower south of san jose will be decided tonight. a government agency that owns the former air force tower will try to figure out if it can leave it standing for five years while money can be raised to save it from demolition. the agency's director says at one point they thought the tower had to go, but now because of public input, they need to think about it more. tonight's public hear willing be at 7:00 at the historic del monte building on murphy avenue in sunnyvale. we've seen just about everything in the past few weeks around here -- blue angels, america's cup, giants play-offs and 49ers. how about we add the dew action tour on the steps of city hall. san francisco's civic center, the whole plaza is transforming to accommodate the dew tour as in mountain dew. the best athletes will compete in a four-day event on streets and dirt courses. they're bringing in plenty of dirt. the event, here is the greatest part about it, free. >> free to the public. coming up at 6:00, our laurence scott will introduce you to one of the bmx stars at the event.

you can catch all the action this weekend of the dew tour. it will be broadcast right here on nbc bay area. this week we've got some hot weather. but if we go to st. louis, rain, lots of it, forcing the giants to delay their game. >> that's right. big-time news for a lot of our giants fans here as we are tracking some of the strong rain moving right across st. louis, a lot of the heaviest rainfall moving east. we do expect clearing over the next 45 minutes. but the big question here, will they resume in the seventh inning? i'm not sure on all the particulars on that, but it definitely is going to be something close here to watch. busch stadium right there. and you can see over the next 30 to 45 minutes, the rain will be lessening up. so a much improved picture, again, over the next 45 minutes for the giants. hopefully they can get back to game play and the giants can take a win. okay, back here at home it has been a much different situation. near record-setting temperatures. 10 to 20 degrees above average. santa rosa at 91. that's one of our hottest. down in the south bay we have 87 in gilroy, and 84 right now in livermore. now, with all this warmth and a

slight offshore wind, only 5 to 10 miles per hour, it has prompted a red-flag fire warning here for the north, east, and also for the south bay hills. it looks like the fire dangler be the highest for the north bay hills. winds from 15 to 25 miles per hour. and also some extremely low humidity into tomorrow morning. are we done with this wind? well, it looks like we're going to have one more day of it with the dry fire winds on thursday. then as we head throughout friday, we'll eventually get a cooler breeze coming our way. but we're not done with the heat yet either. look at this. as we head throughout thursday, we're already forecasting temperatures 95 degrees in livermore. santa rosa at 95. and also san jose at 90. this will be potential record-setting again, especially in the east bay. then as we head throughout next week, here comes another extreme. mid-60s and also some rainfall. let's take you outside to that live hd sky camera network. what you'll find this afternoon is very clear conditions in san francisco with that wind mainly offshore.

it's going to be a gorgeous night if you do have any plans outside. not only there, but back into the south bay as well. as we head throughout the next 48 hours, the pattern is going to gradually start to moderate. the jet stream is oh so close. eventually we'll get that pushing on down to give us fog and cooler weather. but as we mentioned, we have about one and a half more days of this heat to go. we're going to call it warm to hot here across most of the bay area that will also bring us another beach day. maybe if you have the day off, it looks pretty good, from 70s to 80s near the coastline and the peninsula. that wind will be with us as we mentioned as well. and for the interior valleys, anywhere from 80s to 90s. so we'll get the cooling in here on friday. and then some huge changes as you look towards sunday and monday. for tomorrow, we'll go with 90 in san jose. 89 in los gatos. 88 in palo alto. 83 in santa cruz. and for the east bay we also think we'll see temperatures surge about 3 to 5 degrees. walnut creek at 93. 89 for the castro valley. 88 in fremont.

also 81 in almeda. and back across livermore, 95 for you, and 93 also in pleasanton. now let's take you to san francisco. another day with temperatures near record-setting. 85 expected in downtown. 87 in berkeley. 86 in oakland, and also 95 in santa rosa. on your three-day forecast, the heat stays with us throughout thursday. then for friday, we go down about 10 degrees. and then into saturday, about a 20-degree drop from today for the interior valleys. 60s return at the coastline. also a little bit of fog starts rolling in, and then take a look at this. by next monday, a chance of some showers. and then by tuesday, the clouds and also the rain. and at this point, it looks like measurable rain coming back as we head throughout wednesday of next week. you know what i just noticed too in the right-hand bottom corner of your screen? we're all connected on the facebook and twitter. our logo is rotating with a hash tag. i had to point that out. >> fancy. >> very cool. thanks, jeff. well, plotting to blow up

a terror plot to blow up the federal reserve building in new york city was foiled today by a sting operation. investigators say 21-year-old mohammed nafiz is a national living in the united states on a student visa. he was arrested this morning when he park advance filled with what he thought was explosives outside new york's federal reserve bank. he tried to detonate those explosives. officials say the terror plan came to light adds part of a sting. they monitored it extensively and say it was never a danger it would be carried out. a fuzzy red perform were a not so warm and fuzzy past has turned up at san francisco's

fisherman's wharf. the performer who goes by the name of adam sandler and dresses as elmo. but he is best known for several recent anti-semitic expletive rants caught on video while performing in new york. he ended up getting arrested at central park and times square last month. sandler chalks up the tirades to new york's dog eat dog atmosphere. >> there is a lot of corruption and payoffs. in my opinion, the police are corrupt. it's despicable. i'm having a much better time here than there. >> sandler plans to remain in san francisco until sunday. then he says he'll head to los angeles to test the elmo market down there. do you remember where you were 23 years ago today at 5:04 p.m.? the earth shook in the bay area. the anniversary of the loma prieta earthquake. many were watching the world series between the giants and the a's. how are we doing today? there is concern about the strength of the largest

reservoir in santa clara county during a quake. one precaution is to keep the water at 68% of capacity. crews will begin retrofitting the dam in 2016 and construction should last about two years. as for what happened on that evening 23 years ago, you remember it well. the bay bridge collapsed and the marina district in san francisco burst into flames. 63 people died. >> and we'll be right back.
